A Mayor with 4 Aldermen governs the Village of Elbow. The Village Office is situated in a historic building on Saskatchewan Street, which was originally built by the Canadian Bank of Commerce, and is currently in the slow process of being restored. The Village administration staff also services the nearby Resort Village of Mistusinne.

Boards or organizations manage many of the Village's facilities, such as The Palliser Regional Library, the Fitness Centre & Arena, the Civic Centre and the Elbow Museum, part of which is an authentic sod house.
